Okay, she was on the phone all last night, this morning, and this night. I swear to God, she has called every person she knows to complain about me. To top it off, she posted a threatening note in the hallway, basically calling me a racist and that she is going to beat the shit out of me. It's only courtesty that stopped me from phoning the police right then. This note finally caused the Floor Manager to take action, because it apparently was the final step too far. I went and had a sit down conversation with the FM about the situation and told her that I do not feel safe here. I've heard my neighbor on the phone all day telling people how she's going to "get" me. I do not like this at all. My FM told me that safety is very important here, but she is actually afraid of this girl as well, which is why she has not acted accordingly in the past. She has contacted the Building Manager who will be stopping by tomorrow to speak to this girl. I wish they would make her move. I can hear her coughing next door; I think she's ranted herself horse. The Building Manager called her a little while ago to set up the appointment, and now she's crying that everyone is out to get her. I'm the one who's having to sit in here like a person with paranoid delusions hearing things throught the walls. These walls must be made of paper. :P

The reason for all these copies is that you need documentation; otherwise it's just going to be "he said/she said" with no proof of anything.
And I would talk to the police anyway, whether or not the building manager takes action, just to ask the police for their advice and to make them aware of the situation. I'd show them a copy of the note, too. You don't have to be pressing charges in order to ask them what they advise you to do. Even if this girl is all talk and no action, it's against the law for her to intimidate people with threats, and she's got to be taught that she can't get away with it, and that the police are NOT going to be amused.
