Why is he crying?

Victor has captured McGarrett's father and is hoping to trade him for Anton, Victor's brother who is being held captive by McGarrett and the military in South Korea. However, McGarrett's platoon is hit by some sort of missile, and then another prisoner shoots Anton. Victor learns that his brother is dead (cue the single emo tear) and then shoots McGarrett's father.

Not even the awesomeness that is Grace Park could make me watch a remake of Hawaii Five-O. But for James, I will be watching. Thanks for the screencaps.

Is this a one-shot or does he have a weekly role on the show?

He's playing the villain so it looks like a one shot. However on the old Hawaii 5-0 had a villain named Wo Fat who would pop up once a season or so and maybe this will happen with James' character assuming that the show is on for a while.

From what James has said, if the show makes it to mid-season, his character will be like the Brainiac of the second half of the season. Let's hope that the show at least gets that far. XD

This is likely to be a recurring role if the show makes it to mid-season. He'll be in the first episode and then pop up as a surprise in the later half of the season kinda like Brainiac on Smallville.
